Florida Milestone Inspections Explained: What Condo and Building Owners Need to Know

After the 2021 Champlain Towers South collapse in Surfside, Florida enacted one of the strictest structural inspection laws in the country. If your building falls under the milestone inspection rule, it is not a paperwork exercise — it drives real construction scope, real timelines, and real reserve funding. The intent of this article is to give condo boards, commercial property owners, and building managers a clear picture of what is required, what happens when deficiencies are found, and where a general contractor fits into the process.
What is a milestone inspection?
A milestone inspection is a structural evaluation of a building's load-bearing components — foundations, columns, beams, slabs, load-bearing walls, and the exterior envelope — performed by a Florida-licensed professional engineer or registered architect. It is separate from routine 40-year recertification programs some counties already run, and it is a state-level requirement rather than a local one.
The purpose is preventative: catch deterioration while it is still repairable, before it turns into a structural failure.
Which buildings require one?
Under current Florida law, milestone inspections apply to condominium and cooperative buildings three stories or greater in height. The trigger age is 30 years from the certificate of occupancy — or 25 years if the building sits within three miles of the coastline. After the first inspection, the cycle repeats every 10 years.
Miami-Dade and Broward already had 40-year building recertification programs and adjusted them to overlay with the new state requirement, so buildings there may have both to satisfy. When in doubt, the local building department and the association's engineer of record are the authoritative sources.
Phase 1 vs Phase 2: what actually happens on site
Phase 1 is a visual inspection. The engineer walks the building, reviews structural drawings if available, and looks for signs of substantial structural deterioration — cracking patterns, spalling concrete, rust staining, water intrusion, deflection, and failed sealants. If Phase 1 finds no signs of substantial deterioration, the inspection is complete and the engineer files the report with the local building official.
Phase 2 is invasive. It is triggered when Phase 1 identifies signs the engineer needs to investigate further — for example, spalling on a slab edge that could indicate rebar corrosion below, or a persistent balcony leak that could mean waterproofing failure and concrete deterioration underneath. Phase 2 may include material testing, opening finishes, coring, chloride sampling, and destructive probes to determine the extent and cause of the problem and to specify the repairs required.
What happens when the report identifies deficiencies?
The engineer issues a written report describing each deficiency, its severity, and the repairs required. The report is filed with the local building official and shared with the association board or building ownership. From there, the owner is responsible for scheduling and completing those repairs on the timeline the engineer and jurisdiction set.
In practice, this is where boards can lose momentum. The engineer writes the scope; someone still has to price it, permit it, bid it, and build it. Delays here are common — reserves aren't funded, unit owners push back on special assessments, or the scope feels overwhelming. Every month of delay usually makes the repair scope larger, because chloride-driven corrosion of embedded rebar keeps moving even when the report is sitting on a desk.
How a general contractor fits alongside the engineer
Milestone inspections and structural repairs are a two-role process. The engineer is independent and stays independent — they inspect, specify the repairs, and later verify that the repairs were executed correctly. The general contractor is the one who prices the scope, plans the shoring and phasing, pulls the permits, executes the concrete restoration, post-tension work, façade repairs, and balcony rebuilds, and coordinates the re-inspection.
A capable GC will read the engineer's report, walk the building, produce a phased budget that separates life-safety items from cosmetic ones, and lay out how the work can be sequenced while the building stays occupied. On buildings where residents cannot be displaced, this phasing matters as much as the technical repair itself.
What building owners should be doing right now
- Confirm the building's age, height, and distance to the coast so you know whether you are under the 25-year or 30-year trigger.
- If your building is within a year or two of the trigger, retain a licensed engineer to schedule Phase 1 well in advance — engineers are booked out.
- Fund the reserve study realistically. Milestone reports rarely surprise engineers; they often surprise boards who deferred structural line items.
- Line up a general contractor familiar with occupied structural restoration before you get the report, not after — pricing and permit lead times are the constraint.
The bottom line
Milestone inspections exist because deferred structural maintenance in coastal Florida is measured in years, not decades — and by the time deterioration is visible from a sidewalk, the repair scope is much larger than it needed to be. Boards and owners who treat the inspection as a project management milestone, not a compliance checkbox, come out the other side with a building that is safer, easier to insure, and worth more.
